Chelsea Football Club have been fined £10 million and handed a suspended two-window transfer ban after the Football Association (FA) concluded its investigation into historical financial rule breaches linked to the club’s former owner, Roman Abramovich.
The sanctions stem from 74 breaches of FA Rule E1.2, involving undisclosed payments made to agents, intermediaries and third-party entities during player transfer deals completed between 2009 and 2022.
According to the FA, an independent Regulatory Commission initially imposed a suspended six-point deduction, a £10 million financial penalty and a two-window registration ban. However, Chelsea successfully appealed the sporting sanction, resulting in the removal of the points deduction while the fine and suspended transfer ban were upheld.
The suspended registration ban will remain in force until June 30, 2027, meaning Chelsea can continue to sign players during that period unless the club commits further breaches that activate the sanction.
Investigators found that millions of pounds in payments connected to several transfer transactions were not properly disclosed to football authorities during Abramovich’s ownership of the club. Reports indicate that the undisclosed payments amounted to approximately £47.5 million.
The FA acknowledged the extensive cooperation provided by Chelsea’s current ownership group, led by Todd Boehly and Clearlake Capital, after they voluntarily reported the historical irregularities shortly after acquiring the club in 2022.
The governing body noted that Chelsea’s willingness to self-report the breaches, provide extensive documentation and cooperate throughout the investigation played a significant role in reducing the original disciplinary sanctions.
In its response, Chelsea reiterated that the violations occurred under the club’s previous ownership and emphasised that the current administration acted transparently by notifying the FA, the Premier League and UEFA once the issues were uncovered.
The club also welcomed the conclusion of the investigation, describing it as the final step in resolving historical regulatory matters inherited by the present ownership.
The latest FA sanctions are separate from disciplinary measures imposed earlier by the Premier League, which fined Chelsea £10.75 million and imposed suspended transfer restrictions over unrelated historical financial reporting breaches.
While Chelsea remain eligible to register new players, the suspended transfer ban serves as a warning that any future violation of similar regulations before June 30, 2027, could result in the restriction taking immediate effect.
The FA said the £10 million fine will be invested in grassroots football projects across England as part of its ongoing commitment to promoting integrity, transparency and long-term development within the game.
