BREAKING: FG Approves Historic NYSC Reform, expands orientation programme to six-week

The Federal Government has approved a comprehensive reform of the National Youth Service Corps (NYSC), introducing a civilian-led operational structure and a new skills-driven framework aimed at equipping Nigerian graduates for entrepreneurship, innovation and national development.

The sweeping reforms were approved by the Federal Executive Council (FEC) during its meeting on Monday, June 29, 2026, marking the most significant overhaul of the scheme since the NYSC was established in 1973.

The reforms are designed to reposition the one-year national service programme from a largely ceremonial exercise into a practical platform for youth empowerment, productivity and economic growth in line with President Bola Ahmed Tinubu’s vision of building a $1 trillion Nigerian economy.

Although the military will continue to provide security and logistical support, the day-to-day administration of the NYSC will now be handled by civilian leadership under a revised operational framework.

To give the changes legal backing, the Federal Executive Council directed the Attorney-General of the Federation and the Federal Ministry of Youth Development to begin the process of amending the NYSC Act and other relevant regulations.

Briefing journalists after the Council meeting, Special Adviser to the President on Policy Coordination, Hadiza Bala Usman, described the reforms as a strategic investment in Nigeria’s human capital.

She explained that the new structure is intended to produce graduates who possess practical skills, entrepreneurial capacity and leadership competence required to contribute meaningfully to national development.

Under the new arrangement, the NYSC orientation programme will be expanded into a structured six-week training divided into three phases.

The first phase will focus on national values, leadership, citizenship and civic responsibility. The second phase will provide participants with training in entrepreneurship, financial literacy, career development and access to business opportunities, while the final phase will offer specialised professional training based on each corps member’s chosen career path.

As part of the reform package, the Federal Government has also approved the introduction of 11 specialised service streams, allowing corps members to serve in sectors that align with their academic qualifications and career aspirations.

The approved streams include Agriculture, Education, Healthcare, Technology and Digital Innovation, Legal Services, Public Administration, Infrastructure Development, Green Economy, Enterprise Development, Creative Economy, and Paramilitary and Security Services.

Officials said prospective corps members will select their preferred service stream during registration, enabling them to receive targeted training that enhances employability, encourages entrepreneurship and supports national productivity.

Government believes the redesigned scheme will better prepare young graduates for life after service by equipping them with practical skills needed to create employment opportunities rather than relying solely on white-collar jobs.

NYSC was Established in 1973 to promote national integration after the Nigerian Civil War has remained one of Nigeria’s flagship youth programmes. However, increasing concerns over graduate unemployment, security challenges and changing economic realities have prompted repeated calls for its reform.

With the latest approval, the Federal Government says the revamped NYSC will retain its core objective of promoting national unity while evolving into a modern institution focused on skills acquisition, innovation, job creation and sustainable economic development.
